Updated end plate what exactly is this compared to the other end plate ?

The updated end plate has an extra set of mounting holes to align the fins on the regulator with the fins on the engine. Just so everything matches up. If you have an older Cycle Electric unit, this one listed in our store is the updated version to allow for clocking of the fins.
