Does it fit the 24 model year should Harley didn't change frame since 2009

You're right - almost! HD Hasn't changed the frame since 2010 on FLHT, FLHR and FLTR models, including their trikes. Just choose the 2024 model year machine of your choice, and you'll receive the correct passenger floorboard extenders to fit that bike.
