does this unit have a rev limiter?

There is no rev limiter function on this particular instrument That, is up to the ignition system on your bike. This instrument merely reads the data coming from the spark plug wire, where engine RPM is concerned, at least.

1st, does this have a bracket to add to it that fits, 2nd, since it says it has a voltmeter and my bike doesn't can I hook one up and does it have instructions to do so?

I have a 95 Sportster XLH 1200 with electronic gauges, (2 separate ones), and does it also come with instruction on how to hook up both my existing 2 separate gauges to this one gauge? Thank you,

This meter does come with a few mount brackets, as well as installation instructions that show how to properly connect all the wires.
