If I put hard bags on, are these short enough to not interfere?

Unless your machine came from the factory equipped with hard bags, it's difficult to say whether or not these pipes would work for your particular configuration. If you've gotta have hard bags, but your machine didn't roll off the line equipped as such, you may want to consider an exhaust system of a more traditional shape so as to avoid any problems. That is, even if there is clearance between the upper exhaust and the bag, it might still be a little too close and maybe even melt the plastic on your luggage. Again, if your bike is equipped with factory-installed saddlebags, these pipes provide enough clearance to work with those, but otherwise, straight pipes that exit at swingarm level are probably your best option.

Floorboards

Would these clear the floorboard mount on my 06 heritage?

So long as you've got the stock floorboards fitted to your machine, then you should have no problem fitting this exhaust to your bike. All of the exhausts we sell are designed and test-fitted to machines as they're configured when they roll off the assembly line.

Will this exhaust system require me to purchase a tuner?

It would be highly recommended anytime you install a full exhaust system. This will achieve the best possible throttle response and engine performance, by pairing it with a fuel controller. Basically, any time you change the way air flows into or out of the engine, you'll want to adjust the air fuel ratio accordingly to maximize any performance gains available from the new freer flowing exhaust system. In the title it says "without tip". What does that mean?

Freedom produces two different Sharp Curve Radius exhaust systems for the same bike. The Sharp Curve system without tip associated with your question is plain steel from end-to-end. The Freedom Performance Sharp Curve Radius Full Exhaust System comes with billet aluminum exhaust tips. Other than that, for the same motorcycle, the exhausts are the same.

How easy is it to remove the baffles from these pipes?

It's not particularly difficult, the baffles are held in place by bolts. The big thing, however, is after a few hundred miles of use, the bolts that secure the baffles in place can become somewhat difficult to remove - and this holds true for every single brand of exhaust made. It's a consequence of the dissimilar metals used in the bolt and muffler body. One thing you can do to make life easier down the road, is to add a bit of anti-seize to those bolts before you install the exhaust on your bike. That little bit of effort can go miles later on should you decide to swap out those baffles.
