Hogtunes Lower Fairing Woofer Kit comes with the woofers and their requisite housings.
Are these just the speakers or do they have the pods as well?

This kit includes the loudspeakers and the immediate surrounds and grills to cover them, but not the pods that are attached to the bike. You need a set of FLHT-style vented fairing lowers speaker pods in order to complete the installation.
Will this fit my 2000 Electra Glide ultra classic

Unfortunately, Hogtunes does not produce a woofer kit to fit the 2000 Electra Glide Ultra Classic. We do have a set of Hogtunes Front Speakers that'll fit your bike. While they're not woofers, they'll certainly sound better than any of the stock sound components on your bike.
