Saddlemen's saddlebag liners are not designed to work as a cooler nor are they waterproof. They're water resistant, yes - but that's only to keep rain and wind out. If you were to fill them with ice, once melted - it would soak right through. Provided you have larger saddlebags, you may want to check out Hopnel's 480 King Kooler Saddlebag Liner. The 480 is specifically designed to work as a cooler, it's also waterproof, so as the ice melts, it won't soak through. For your needs, it's probably your best bet, provided it'll fit inside your bike's existing saddlebags. Mind you, they are sold individually, so please be sure to purchase according to your needs.
