Is the seat attached to rear fender or on the side? I have a 2004 springer softails fxstsi.

Worried I will have to tape rear of seat to fender. I have a early 180 conversion heartland kit
This particular seat is attached at the rear fender. In the case of a 2007 Road Glide, the factory side mounts are removed as they're not required. You will need the factory HD rear mount tab and fasteners. If you don't have those, you'll need to purchase a Drag Specialties Seat Rear Mounting Bracket.
All of the seats we sell are designed to fit each model in its stock configuration the way it left the assembly line from HD. In your case, with this particular conversion kit, this seat may not be suitable for your application.
Does seat clip in to standard bike bracket or are there other tooling that needs to be done

Unless otherwise noted in the seat's description - yes, all required mounting hardware is included with the seat. Mind you, some of the OEM seat mounting hardware may need to be re-used in order to complete the installation. So long as you have the stock seat on your bike, you'll have everything you need to fit the seat with a few minutes of your time.
