Yes, Parts Unlimited does produce a replacement brake lever to fit the 2009 KLX110. Just choose your bike from our fit guide and you'll get the proper brake lever to fit the OEM KLX110 brake perch.
does this come with all the bolts needed for installation

It would depend on what machine it is that you have, and what brake lever bolts you're referring to. Basically, each brake lever comes with everything that fits into the brake pivot bolt on the OEM brake master cylinder/brake lever perch, but not the brake lever pivot bolt itself. You are to re-use the pivot bolt when installing this kit if it's in good condition. If the lever comes with an adjustable reach mechanism, all of that hardware is indeed included, but again, the pivot bolt doesn't come with the brake lever.
