does this slip over the brake pedal and held in place with set screws ?

Actually, this Kuryakyn brake pedal pad bolts in place of the OEM brake pedal pad on FXST and FXDWG models. It's not a cover, but rather, it bolts on top of the OEM brake pedal tang. Installation is rather easy, too and all required installation hardware is included in the kit.
