Do you still need to soak it in oil

That's correct, these filters do not come pre-oiled. You are to soak them in your preferred filter oil.

Does it come with the filter cage?

This Moose filter is just the foam filtration media that will fit the stock filter cage. It is designed to be cleaned and reused once it is soiled. You would need the original manufacturer's filter cage to use this Moose replacement filter.
