I purchased this product for the 2015 Honda Stateline and it was not suppose to fit the Honda Interstate. I was able to make it fit by drilling one hole in each of the chrome brackets for the bolts from the saddle bags bracket and add some additional spacers. It looks perfect. If interested, you just need to bolt the chrome bracket to the black bracket and clamp it to the drill press and drill a hole in the chrome bracket that lines up to the black mounting bracket.
I love the look of the sissy bar and I added the rack as well.

The measurement given is the height of the vertical bracket that the sissy bar pad itself is attached. A good, but not entirely precise way, to determine how high above the passenger seat the bar will rise is to start measuring upwards from where the side panel brackets would be mounted to your bike.
