Yes, the backing plate is indeed included on the clutch basket for the 2004 Honda CRF450R.
The OEM 2006 Honda CRF250R clutch basket backing plate must be drilled to remove the ring gear so the ring gear can be installed on the new basket. Does the new clutch basket come with a new backing plate?

In the case of the 2006 CRF250R, the backing plate is included along with the screws for securing it into position. You won't need to purchase a new backing plate since the OEM rivets, as you've noted - need to be drilled in order to pull everything off the bike.
Will the OEM cushions work with this clutch basket?

Yes, Barnett's clutch baskets are designed to work with the OEM clutch cushions. Of course, we recommend that, for best results and since you're already at that point in servicing your bike - you use brand new clutch cushions to go along with the new Barnett basket.
Do I need to get new clutch plates if I buy this basket?

So long as the clutch plates you have fit the OEM clutch basket, then those clutch plates will also fit this Barnett clutch basket. There's no need to purchase a new set of clutch plates, unless of course, the ones you already have are worn out.
