How is the tube itself secured to the "adjustable brackets?"

Answer QuestionThe tube is secured in the brackets that are used to hold the entire apparatus to your bike via an interference fit. Unless you're riding something that vibrates an absurd amount, the tube stays in place. Otherwise, so long as the end caps are secured on the tube itself, it will not fall off its mounting brackets as the end caps are slightly larger than the brackets that hold the tube in place.
