Answer QuestionYes, that's correct. In the case of the VLX600 Shadow's lowering kit., it actually replaces the OEM shock head on the stock rear shock. In doing so, the overall length of the shock is changed, which brings the rear fender closer, lower, that is - to the rear wheel. So yes, it does indeed lower the rear fender as well.
